hi,a friend of mine has 5 plants of white widow,about 30-35 cm tall,when should he begin flowering for the plants ???

he is using a sodium lamp 250 wati,the plants are 13-14 inches tall (35 cm ),and the grow room is 70 inches tall (180 cm).​
