Simply a matter of having the right medium paired with the right nutrients and right water source supplied at the right time under the right light intensity in the right temperature zone with good air exchange. Match all this up with the genetically specific need of your white widow and you will be in business!

I would say different strains and pheno's this happens to the best of us. Besides getting a different strain, maybe try a new line of nute's. Never had good luck with gen hydro myself. I got a lot better product with both fox farm and AN. where was the ww from? I tryed it a few times wasnt that impressed. Although im sure some seed banks do have a kick ass ww strain. It may take some searching to find the special pheno of ww. I went to a ww hybird and had awesome results.
blue widow, white russian were both big producers with high quality.

Just another throwaway, you can go through several before you find a plant you actually want to keep working with.

89 days flowering? Or how long in flowering? What breeder?

Exactly how unfattened are they?

A picture might work here....

Sounds like a nutrient issue but as someone else mentioned, a pic would be very helpful in establishing the reason for your plants lack of growth.

It would be funny if he meant 89 days total as that would make a lot more sense, but I fear he means 89 days flowering which means something probably went wrong.
