Will CLF lights cause my seeds to sprout?

I've had these 2 seeds sitting by a window for a little less than a week so far and they have yet to crack their seeds and start to sprout. I had two more plants in the same window whom have already grown 2" stems. Is there anyway for me to speed up the process for my other two plants? I was thinking maybe since it's been raining where I live all week they couldn't get any sunlight from the window. Would a long CFL light help speed it up? and if so how close can I put it to the seedling? Thanks for the help.

First of all, the most efficient CFL bulbs are 20w-40w.
With about 23w or 26w being the best.

Put the bulb as close to the leaves as possible without burning.
Usually about 1"-2.5"

CFL is a perfect seedling starter.
A lot of people use them from seed to harvest.

Oh and, use a 6500k bulb for veg, and a 2700k bulb for flower.
