Will not bud outdoors why

First time this has ever happened I reveg my favorite plant it grew three times bigger and will not bud it's in pre flower it is a sativa all my indica plants are in bud so what would the problem be

sativas can take several weeks longer.

yeah np.
And by that i mean longer in general not necessarily longer just at the start of flower.
