Yes, looks decent, ive been impressed with several Apollo Horticulture items I've bought. Well engineered and good build quality. That light looks to be no exception.

For twice the money you can buy and wire a 4' 6 bulb flourescent fixture from homedepot/lowes and use T8's. They are cheaper than T5's and almost as good. It's what I veg under and it works great. Just another option for you. FYI wiring it is super easy.

Great, thanks for the help. I'm going to go with that fixture and find a mini tent.
A tight tent would help direct light back to seedlings, but isn't a practical purchase if it's not big enough to house them full cycle. Just keep light low, just a few inches above them. There's a pic from an Amazon reviewer called Jane V, like that..

Certainly should. I agree that you should find a way to have reflection on the sides to provide more light overall to the plants.
