Would it be necessary to add oxygen to water before it goes into SOIL

When I used to grow hydro I always had an air pump attached to air-stone which sat at the bottom of my reservoir, but now I grow in soil & I always allow my tap water to sit out for 24 hours, within that time I could push oxygen into the water before it is applied in soil BUT IS IT NECESSARY?

if its in something that you can shake up without spilling water everywhere i would just shake it up for a second that should be enuf to get air in it

actually right when you put the water in container you can hook up the air pump to water, its faster to aerate the water, and i think it gets rid of the chlorine faster.

You can also add a few drops of Hydrogen Peroxide to your water. It will essentially do the same thing.

Is it necessary? Only you can answer that question. Do you think your plants are fine the way they are? Or do you think there is a problem with them that could be solved/helped with oxygenated water?

If you have the means to oxygenate your water, go for it, and the airstone def helps with removing the chlorine from tap water. Cant imagine it doing any harm, only good.
