I have never read or heard anything about that particular light so I do not have an opinion on it to share that could be considered to be valid.
 
The; "shiny stuff that people line their grow area with" is likely most often Mylar though some people do use other; "shiny" products.

Mylar is very good, it is very reflective but purchase the thicker Mylar if you are going to use it. Do not go under 2mm thick or else it is easily torn.

A better option is Foylon which is a more durable version of Mylar, made of spun polyester fabric and reinforced with foil laminate. Foylon is resistant to most solutions, won't tear or fade, and can be wiped or washed clean.
 
Another; "shiny" reflective product is C3 anti-detection film. It is a specialized type of Mylar that exhibits the same properties as the 2mm thick Mylar, but in addition to reflecting approximately 92-97% of the light, it also is 90% infrared proof, making your grow room all but invisible to IR scanning. This can also be attached in the same manner as Foylon or Mylar (using Velcro tabs on each corner and in places along the edges), and the same caution should be used to avoid creating hotspots in your room (making sure the reflective material is flat/evenly laid and not rippled or crinkled).

In fact Iam a little bewildered now, what do you suggest I buy old boy?

All that IR and the rozzers business doesn't apply to me as I live in the middle of a block of flats and Iam Mr law abiding, however I would like to buy something that isn't too expensive.

So what do you suggest mate?

2mm thick or thicker Mylar would do very well for you. I do think the Foylon is better since it is more durable and will last longer but I would suggest you price each and see which is a better value for you. Either will do the same job when it comes to reflectivity so it is not as if you will be gaining or losing by picking one over the other.

if you want to use mylar then go for the diamond variant.
flat/matt white paint is an exellent reflector(just as good and is what i use).
and the lamp looks ok.
