Seedling transplant question

At what time should I transplant my seedlings into larger pots for HID lights? Should I use seedling soil and wait till they are about 4 inches? That is what I was thinking. Is this a bad idea? When do I start fertilizing the seedlings with nutes?

I start my seeds/clones in Jiffy pellets. When I can see the roots growing out of the bottom of the pellet, I transplant them into a 16 ounce, red Beer Pong cup with Miracle Grow. I like using the Beer Pong cups because they're easy to pop the plant out so I can see the roots. When I can see the roots I put the plant in a 1 gallon pot. Then finally into a 3 gallon pot. I don't start using nutes until there are at least 3 new sets of leaves.

Don't fertilize until they are 3weeks old. Start at 1/4 strength and only every other watering.

At 4" tall they are probably not ready to transplant.
