I think no month has a dead on 12/12. Plants just tend to know when the days get shorter which induces flowering. I would say though August/September.

Correct. Natural light cycles approach 12/12 twice a year. Early in spring and late the fall. It most closely corresponds to 12/12 for a few days each season.

so 12/12 or like 11.9/13.1 is mid/late sept in va ... but will start flowering in the beginning of sept..
