I wouldn't have any problems if it was legal to grow and possess, but illegal to sell. I'm not interested in making money off of it, I would just like to be able to grow and smoke as much as I want without worrying about getting arrested. If everyone was allowed to grow, without any plant count limitations, than there would be so much weed around it wouldn't be a big deal to just give some away to friends.

Good point
it also eliminates the stigma of Criminality as you are just growing for yourself and maybe freinds.
And for the Old Bats that equate weed with Heroin. Why would they care if you Overdosed on your own Weed (sarcasm)

then why not just insist on your rights? (a concept the cheese wants to avoid at all costs)

All County of Lake residents who exercise the rights described in section 1., and are compliant with section 2.(a), and are gardening outside (outdoor) or in green houses, are exempt from any county permitting or other county ordinances that would limit an individuals home gardening efforts in conjunction with section 1.
(section) 1.(b)
The County of Lake shall encourage and cooperate with people exercising the rights described in section 1 in every way available, and individuals exercising such rights in effort to grow food for their own consumption shall be exempt from paying for the portion of their water use that goes to water such food gardens, and such exemptions are to be determined based on garden size and the reasonable amount of water it takes to maintain such, and also based on the physical increase in water usage that exceeds the normal average water usage of the particular household without a food garden.
(section) 2.
Should neighbor complaints that are not related to section 2.(a), or are not related to a specific medically verifiable toxic health risk to the public arise as an official complaint to the county as a result of individuals exercising the rights as described in section 1., (not withstanding any effected party choosing to seek remedy and or reparations by way of litigation through civil proceedings), all the effected parties shall be directed to mediation provided for by the County of Lake, and if resolution between the effected parties cannot be achieved in a reasonable effort to mediate, the effected parties shall then continue mediation at their own expense (to be equally divided between the effected parties) until a resolution between the parties can be agreed upon, or until the effected parties agree to withdraw from mediation.
(section) 2.(a)
All who exercise the rights described in section 1., shall take reasonable care to prevent environmental destruction, and are responsible to mitigate any possible foreseen negative impacts on the natural environments, and all persons who neglect such practices shall be subject to the authority of any County of Lake ordinance(s) that would provide reasonable remedy, but such remedies are to be used to help individuals come into compliance with this section and not to unreasonably burden individuals who exercise the rights described in section 1.
(section) 2.(b)
The County of Lake Environmental Health department shall administer over individual circumstances that may arise due to non compliance with section 2., section 2.(a), and section 2.(c), but all such administrative authority and 'compliance checks' shall be restricted to circumstances where a verifiable neighbor complaint has been officially registered with the county, and such authority shall not be blanketly imposed on those who exercise the rights as described in section 1., or 1.(a).
(section) 2(c)
If an individual's income qualifies for the low income standards of the county, then the county shall assist in an individuals effort to comply with section 2.(a) by mitigating the costs of any such remedies, but shall not do so in cases where the environmental damage is occurring from an individuals use of non organic gardening chemicals including but not limited to pesticides, herbicides, fungicides and fertilizers, and the County of Lake retains the authority to limit the use of such chemicals if such a remedy is applicable to the circumstance(s).
(section) 3.
All County, State and Federal criminal laws that exist in conflict with individuals exercising the human rights as described in section 1., (and not withstanding an individual in violation of using illegal gardening chemicals including but not limited to certain pesticides, herbicides, fungicides and fertilizers), are to be set aside unless it can be determined that the individual circumstance is occurring within the context of 'commerce' related activities as defined herein,
--For the expressed purposes of this document the word "commerce" shall be taken to mean:
The buying and selling of goods in any form, as between individual humans, and in direct reference to the exchange of United States currency (or other such legally recognized tender) for such goods or services.
(section) 3.(a)
If any provision of this Initiative or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the Initiative which can be given effect without the invalid provision or application, and to this end the provisions of this Initiative are severable. The People of the County of Lake hereby declare that we would have adopted this Initiative irrespective of the invalidity of any particular portion thereof.

Nothing in my scenario stops you from participating in the black market at your own peril. Be warned though. The price drop on weed will be phenomonal.
At least the cops wouldnt really make it a priority to bust you since everyone would be growing anyhow

When it comes to poltics in the US , all common sense goes out the window

I believe the comming tax revenue from the semi-legal states will be the big motivator

Just as people in the south during the 1960's resorted to civil disobedience in drawing attention to civil rights and getting the laws changed, the same method would speed legalization up in the states that do not have it. There is power in numbers. People during the 1960's were arrested for the measures of protest that they took but it helped greatly in getting the laws changed. My thoughts are MASS PUBLIC SMOKE OUTS. There is one thing people will have to accept, the chance of being arrested. One day every month, have a multi-city smoke out day in 3 or 4 cities all within the same state. Put out flyers, use the radio, the internet to advertise. Choose city parks, or some location that is huge that's not on private property. No private property owner will want to risk permitting such events on their property because of the legal issues of seizure. Invite the media to the events. There might not be but 100 or so people in the beginning but it would not take long before these smoke out events become trends and within a few months they would grow to a few thousand at each event. Put the word out to ALL to not have more than 1 small joint on them to keep all arrests on misdemeanor levels. Reporters would cover these events as they grew in number. Legislators would take notice. It would greatly speed up public pressure for legalization. I see the war on drugs a lot like the Jim Crow laws of segregation. In the beginning of these smoke out events, there would be many fearful because of the small numbers of people showing up but as word went out and knowing that every 30 days, a smoke out event was going to happen, more people would show up. 3 events could happen all on the same day of the month in the same state. 1 could be in the northern part of the state, 1 could be in the middle part and 1 could be in the southern part of the state. Imagine having 2-to-3,000 at each event on the same day. This would work with the right set of organizers willing to put it together. These events might would have to be in locations where people would have to walk in a short distance for lack of parking.The momentum is on the side of legalization now. It's never been more of a hot topic and especially within the younger generation. The more states that started having these events, the more power it would increase. Could you imagine a city park having 2,000 people in a smoke out event with a few guest speakers from each state's NORML chapter speaking on a bullhorn ? ...then down the road 100 miles, another event just like it was being held with 2,000 more people at a smoke out event ? I'm telling you once these events started taking off, they would grow to mega proportions and keep growing. The one key to making these events work would be having enough organizers and people willing to speak at the events. These events would be taken to another level altogether if you could get famous celebrity pro-legalization advocates to attend them like Woody Harrelson. I remember seeing Woody on the news back in the late 90's plant Hemp in a Kentucky field with the media and sheriff present, he was arrested so he could argue his case in court, it was dismissed and that's a no-brainer why because the court didn't want the attention of the case. My belief is that the legalization movement is at the right place and time for something like this to take off and sweep the nation. Many people see drug laws comparable to the civil rights issues of the 1960's and that same spirit of the 1960's that worked then, would work now.

I believe poor liberal states will follow suit in 2017 and then others will follow after that..unless by some miracle the fed lifts its ban but it will never be legal to sell privately
