Except there is an option where you don't have to provide services to anyone you don't wish. It is commonly refereed to as a "club". So yes, it is voluntary; as you have an option to form a business that does not carry the same requirement.

Who provides you with a service and who you provide with a service are not the same from a legal standpoint. However, I can see the issue there. If you can choose to exclude a particular group from a club, then it does seem inconsistent to be forced to hire them.
