Except there is an option where you don't have to provide services to anyone you don't wish. It is commonly refereed to as a "club". So yes, it is voluntary; as you have an option to form a business that does not carry the same requirement.

My problem is with a private property owner being forced to pay extortion fees to extinguish their right to control their own property. My personal feelings are homophobes and racists have a screw loose, but so do people that think they can take away a persons right to control their own property or body via licensure, or other forms of threats etc. I do not grant exceptions for government extortion. That only furthers mass cognitive dissonance.
Ownership that is reduced to privilege via a license is no longer ownership. Having to be granted permission to own your own property or body is ridiculous. Whether it is a club or whatever you want to call it, keeping people that want to associate from associating or forcing people to associate is not a very nice thing to do. There is nothing "civil" about controlling people that want to be left alone.
