Geez, that is a pretty good answer for a direct question to HC, everyone should print that off for the files, they must be slowly figuring it out.
If one compares the guidance documents HC or the gov provides for other matters vs MMPR the lack of info is quite stark. Perhaps a funding issue, or maybe purposely vague.

Hello everyone! This is my first post here after spending the last 2 days reading virtually every post in this GREAT thread. Grats to everyone even considering becoming a LP!
I am in the Okanagan Valley of BC. Have been developing this business full time for over a year and mulling it in the back of my mind for 2 decades. I have not yet applied, nor partnered with the right investor(s). I have extensive growing & business experience and a well developed business plan to become a successful Licensed Producer, creating Certified Organic medicine for a relatively small number of clients.
I have developed custom software to first manage all information for my license application process, including a simple format and (still time consuming) method of generating SOP's. I haven't generated my first SOP as yet, currently flowcharting EVERY action to be taken from plant growing, IPM, order fulfillment, and even includes an SOP on how to create and update SOP's. In operation the software will track individual plants via barcode handling inventory, sales, clients, from seed to sale as some are saying, and far beyond that. Virtually every step of regulation compliance will be completed, or monitored by the software.
Future version will interface with an extensive array of sensors including environment and alarm sensors. Using this data, software will interface (likely using Arduino) to activate climate controls, alert staff, and automate anything that can be automated.
After reading "The Secret Life of Plants" a handful of times, I plan to raise plants and create medicine in a holistic manner, in complete contrast to methods used by the "Big" guys.

Your only chance is to own the facility itself. That can set you back millions. Basically, their is MANY obstacles to leasing. First and foremost, the landlord has to get past the stigma of Marijuana. If you can pass that, then the next hurdle is that the needs to be willing to hold the spot for you indefinitely. By the time you sort out all the leasing agreement specs, then you have to begin to put together a proposal, then you have to get city approval, then you have to submit your app to Health Canada, then you have to wait for conditional approval, once all that falls together, you can safely say that you are ready to take the facility. This can take 8months to a year easily. It will be VERY hard to find a landlord that is willing to wait for you even if he is ok with renting out the space to a MMJ LP.
