Bill O'Reilly and other would like to have us think that it is the "poor communities" that have children out of wedlock and don't keep the dad around.
Historically, the elders would watch the youth and when there was a disturbance, court would be held and it would be decided if any commotion created was rightfully done, or was done in a criminal manner. If you look up "Legal Maxims" you can see how "law" was structured around reason, safety and personal liberty.
We used to look at the youth and think "Maybe they will solve everything" that is what structure is. We pick kings and queens and presidents just hoping one day the right one will take us into the future.
But at some point we decided that the next generation sucks.
