Ive read that to much nitrogen could delay the start of flowering so I was just assuming that might've been why it took so long to show sex
i'm sayin I don't think that's the issue, the plant doesn't resemble a plant that has so much nitrogen that it's preventing flowering, typically the plant is larger and more green. i'll say it again, I think it has multiple issues, and again it's impossible to tell from here, but i'd say too much growing medium/wrong kind/ possibly too much water retention/too much undissolved salts. The plant looks stunted, to me.

look, I know it's your first grow, and it's actually NORMAL to give it a lil more love than you need to. Just remember what didn't work so next time you can adjust your technique.
growing good herb is kinda like sex, mostly EVERBODY is horrible the first couple times. Gotta get your feet wet

nah, i'm TOTALLY sorry if I came off as impatient or anything, not my intention at all. I'm happy to help in any way possible. I'm sorry it wasn't a successful thing for you. next time will be better. I'd start with a good amended soil mix (happy frog, ocean forest, vermifire, etc) and NOT feed it, until it's at least a month old. If you can't find those soil mixes, get a commercial soil (organic preferred) that is designed for roses, they have similar ph and food preferences.
Again, I apologize if I sounded rude, I specifically try to ONLY give good vibes on this site, there are enough antagonizers here, without me adding to it.

Use biobizz all mix with biobizz nutes, 100 percent organic. You don't have to worry about your ph too much aslong as it's 7.0 or below you will never get lock up, if you do have shitty water balance ph with lime or vinegar, throw sum Epsom salts in around week 3 of flower for cal/mag, I recommend it for first timers also the smoke blows synthetics out the water every time !

Also try and pick a solid 8 week strain, growing from clone is allot quicker and easier aswel

Thanks for the info, ill definitely look into that, and I've already considered going hps or possibly the hps/mh conversion systems so I have optimal spectrums for veg and flower.

the newer ballasts can support a conventional MH bulb, as well as the hps, no need for the lesser lumen, more expensive conversion bulb

by newer balest do you mean digital balest over the magnetic balest? Because i found some good prices on 600 watt hps on Amazon

can't remember my ballast brand name, wanna say lumitec or something? it has an option for 400, 600, and 1000, also a super 600 setting or something? It does MH bulbs too. OK, I just looked it up. it's the lumatec it does almost any bulb. I've had mine for a year with no problems so far. It's a digital ballast not magnetic.

I like that ballast because if you graduate to a larger room you can just pop in the 1000w bulb and you're golden.
It's a lil more, but worth the price, not to mention you can use a MH for Veging

i really don't even have the cash to go blow haha,I found an Apollo horticulture 600 watt digital system for $150,comes with mh and hps bulbs, timer and hanging hooks, the only problem I see that ill run into with is heat, its not an air cooled fixture, just the wing

get the air cooled..go sell lemonaid or something:-)
its best to get wat you need the first time when it comes to this hobby,or it will get expensive and cluttered REALLY quick..
