I agree with you 100% on all this (except for the last sentence). My state, Minnesota, just passed a "medical marijuana" bill that only lets people buy cannabis extracts in the form of oil or pills, containing a balance of cannabinoids that the state health commissioner deems appropriate for a particular illness. The legislature got to this point from a decent, comprehensive bill that would have allowed dispensaries to sell actual weed, possibly in part because of a "boogeyman" study that came out about a month ago claiming that marijuana causes brain abnormalities. (The police were the main opposition, too, probably because they depend on drug bust money to some extent.)
I happened to notice those CBD Crew seeds last time I was at Herbie's. I think that THC helps me to laugh at my pain even when I can still feel it, so I wish it were higher in their strains. But yeah, 9% CBD is way up there.
The Israeli scientist who discovered THC wrote about what he called "the entourage effect" which is the property that if you have a broad spectrum of cannabinoids, each one works better than it would by itself.
