I've shot USPSA and IDPA on and off for years, and there's always at least one cop who is a good shooter at the club that brings his comrades to the matches, and they all suck, get embarrassed, and never come back. Same story wherever I've been, and it's because most cops are NOT "gun people" and they aren't interested in shooting unless they are getting paid for it, or qualifying for their job. Most soldiers were the same way.
Fortunately for them most criminals are even worse.

my grandfather, all my uncles, my brother, and many of my cousins were in the armed services and all of them were "gun people".
my favorite uncle was the best shot i have ever seen (USMC sniper in 'nam), and my gramps could drop a running whitetail at 300 yards with iron sights.
my brother is a decent shot through a scope, but he is only OK with iron sights, and not that good with a pistol, but thats cuz he doesnt shoot enough.
he's workin on it.
and yeah, when cops roll up to the gun range they shoot like clowns.
one time, a "lawer infursement offisur" heard me shootin my enfield and came over to try and tell me it was illegal to shoot .50's in california (my enfeild is a .303, and shooting .50's isnt illegal, you just cant buy them no more)
when he realized he was being a dumbass, he started lookin for "violations" and finally slunk back to his own shooting station and continued scaring the shit out of his 25 yard NRA slow pistol target at 10 yards, fortunately the poor target escaped unharmed.

I live in a red state and have known a few cops over the years. I've been told the same thing by all of them.. Most cops only ever fire a gun when it comes time to qualify.
The easiest way to spot one of them is to take a look at their side arm. The 'shooters' usually don't carry the standard issue Glock. Here, the shooters usually carry a 1911.

many cops in calif (following the proven example of the CHP) carry a S&W automatic in .40 as their issue piece, and they are not permitted to use any sidearm not issued by the dept.
sac PD issues the S&W but can, for those who desire, issue a Sig or Glock
you can tell those who practice by their well worn pieces (you practice with what you carry) and leather that has seen many many many draws.
a cop with shiny new leather and a shiny new gun is either a rookie or a guy who never uses his rod except in the semi-annual quals.
but bein a gunslinger doesnt make a good cop, professionalism is what draws that distinction, not how often he practices with his heater.

I am actually pretty good with a handgun, though I have never been in a gunfight or in any sort of confrontation. I suspect my skills would be rather degraded in a real situation.
I have been to FrontSight (Pahrump, NV) multiple times in the four-day defensive handgun class. Won the man-on-man competition every time. It ain't bragging if you can do it.
