I don't think the issue was related to lack of powers but rather lack of budget. Rouleau and Zehaf-Bibeau both had their passports revoked, refused exit from Canada, on watch lists and no-fly lists. If their budget was larger they might have had the man power to start watching and talking to these individuals.

The new powers announced will allow CSIS to outsource some of their activities to their allies.

Ed Sullivan called, Mick is sick, Keith and the boys said they'll only go on if "that Doer guy" will substitute for him.

It gives vast power abroad hence the thread title
The title of the thread is a little misleading as the two major changes to be introduced to Canada's CSIS Act as reported by the Ottawa Citizen are A) Allowing CSIS to track Canadians involved in terror abroad through the Five Eyes network and B) Giving CSIS informants the same anonymity afforded to police informants.

I would've titled it Canada gets NSA powers as CSIS is not really being given vast powers abroad instead they are just updating their laws to allow further intelligence collection but not at the expense of the individual citizens privacy.

Documents leaked by Snowden in 2013 revealed that the FVEY have been intentionally spying on one another's citizens and sharing the collected information with each other in order to circumvent restrictive domestic regulations on spying.[7][8][9][10]

I was sayng that here 2 years before SNowden

A little mis-leading? You are new around here I guess. Who cares what you would have called my thread?

Do your own, when you get enough posts that is. And who knows? Certainly you do not.

Lack of WILL. There is plenty of money. Canada has a weak will and a Pork Gut, just like the USA. Fiddling while Jihad burns the world.

We can argue about whether stimulus spending several years ago was worth it. But one thing we can probably all agree on is the pork barrel spending happening right now, all across this country, needs to stop.

Sun Media columnists have been decrying these expenses for the past couple weeks.

David Akin has drawn attention to “about $940,000 worth of grants to snowmobile clubs, all of which are in Quebec.” Anthony Furey lamented “$1 million to a gluten-free Alberta bakery.

A Charles Adler column highlighted the following: “Over $14,000 for a new HVAC system at a library in Castlegar, B.C. $25,000 for a farming journal published 10 times a year, based in Nova Scotia.”

Unfortunately, the list goes on. Your money given to seemingly random projects at businesses, local governments and community groups.

Canada is really two countries, France and West Canada. If anyone ever needed a succession in this world it is West Canada.

I wasn't here two years ago so it's not really relevant to this discussion, although while you might claim outsourcing spying to allies via the five eyes agreement is prolific, in reality it is just not the case. Read an inspector generals report to see how rarely that actually happens.
