Unlees u wired it up wrong and no meter has to be wrong voltage?? Try another plug in ur house if your sure it 110....and not a 240 like the ones for elec. Dryer are elec. Stove

the copper coil isn't broken but the outside metal casing is. thats y i put the cable ties around it.The thing u cut the is it full of coiled up copper???? Read continutity with the meter ?????????????/ look and see if that copper coil has a break in it

where are these slots located in the picture i posted? and could it be the black, film case looking thing? it says on it "afor use with specified egc ballast" it also says "105 degree celcius max temperature". could that be limiting it?The outlet or the lamp?
A 240 looks different. Some, instead of having 2 vertical slots and the ground, will have one vertical and one horizontal and ground. Or 3 slots kinda going around in a cirlce.
For the lamp, gotta look at the label and see what it says and is wired up for.

On the light fixture, see that little round thing with the lens and the squiggly lines inside of it? Thats a photo sensor. If its dark, it allows it to turn on. if it sees light, it turns it off. Put a few layers of duct tape over it and see what happens.
