you need to keep your plants above 10c to get good growth and about 16c is best to get fast growth

looks like cold temps and maybe over watering ?

More light. I doubt you have 500w actual. Are you talking cfl equivalency there?

Water when they are pretty dry until you get some runoff...

No, it would not work well.
Incandescent lights produce a LOT of heat compared to their light output and the spectrum of the light is not matching the one the plant needs.

You should look into HID lights, like this one:
http://www.hempatia.si/kit-agro-400w-sylvania-grolux-hps

This is the most basic setup and you can get it in 250W, 400W, 600W and 1000W. (I don't recommend the lower wattage because they aren't very efficient. You can find a 1200W light today as well but they are more hi-tech)

What about led lights can i use them, are they good ? Cause the ones you recomended to me are very expensive for my pocket.

If your interested in maybe making you own led lights it is very easy. I personally use Cree 100w Cxa3050's 2700k I have 2 of them over 3 plants. They run about $35 a piece and a driver can be had for about $25. Only run the LEDs at about 75% to extend the life. As they are LEDs they still won't produce a huge amount of heat so you may still need to supplement heat. They however produce serious amount of lumens. My .02
