Pretty much? Good thing you aren't a lawyer. Where in the world can you even slander a City?
Nowhere. There is no slander, since Paris is as a municipal entity. Only in France do they even think like this. Insulting the Honor of France. And it is one reason they are in Trouble with Jihad. Double think, against their own interests. You can be jailed for hate speech for a positive statement about the attackers.

You can't insult the honor of France, but, legally you can insult the honor of Islam in cartoons.

we do have some areas here that are no go zones but not because of muslims
there was a big hoo-ha a while back because Ambulance drivers were refusing to go into an area that had lots of gypsies without a police escort
some gypsies like to throw bricks at the Ambulance

No one admitted they lied. I said it is a twist French law, not like slander at all. There is only the French Court. There will be no lawsuit.
