Look dried out/lighting too intense and/or both. I don't like those little starter containers(forgot what they are called) for that very reason. I put them in a party cup with moist soil to help prevent the problem you're having. Of course, don't forget the drainage holes in the party cups and surround your starter jiffy container thing with soil like you were going to plant it.

IMO that's way too much light too close at this point. I can see why they are drying out and getting stressed. I'd move the light about 3-4 foot away and down it to 25%-50% until they get a bit bigger. If it were me, I'd just put some CFLs over them for a week then put under your 600 at a good distance and adjust lower as they start growing.

As for moving them, just get a few cups, poke some holes in them, add soil and water then dig a little hole in the center so your jiffy starters sit down in the hole. (separate the jiffy cells with scissors first obviously.) You don't want to replant, just put the jiffy starter things in the cups with moist soil.

Way too much light. CFL, LED Bulbs, or Florescent tubes are all you need for sprout to 3 nodes. Then go to what you are set to now or a bit further back.

It needs big roots before it can use or handle big lights.

If the walls are reflective (white is) and close, no height is safe.

600 watt is fine u just need to be right on em like misting with water every day the first 2 weeks with seedlings under any hps is a battle but it can be done dont sit them on 28c they are fine for the first 3 weeks i sit mine on about 23-24 c also u would want a nice root tonic like house and garden or rizo to get them roots moving also get a fan straight on em pointing at them just a little desk fan will work fine

If you have to spray them to keep them alive you are only slowing down their growth due to stress. Wasteful on energy and stressing and slowing your plant. If you had adult plants in there you could sprout under a part of the canopy that lets some light through with the HPS, but you need something filtering the light or you will be stressing them at their weakest. You want the roots to be able to supply water to the plant at a faster rate than the water is lost. At sprout stage they can't handle near adult level of lights.

They would do much better with a humidity dome (bag over them) if you are going with that bright of lights.

true true i like things to move fast for me and it seems pushing them to the limits works for me but would only try it if u are use to it seen many of people trash seeds trying to do what i do but take it easy man maybe start off on a light cfl or led ;)

Next time dont use the egg carton and the shit your raising them in. Use jiffys and once the sprouts surface reduce watering.

what? no a 600 watt isn't good for seeds. for so many reasons. one...power usage. two....because you don't need more than one small (tiny) light for them to thrive. id give em a couple weeks at least before you hit them with hid lighting. floro anything over a 600. this is basic shit. and btw, those peat pots are not the "best" thing to start a fast growing plant either, unless the bottoms cut out maybe?

my 600 w straight up comparred to a single fluro or cfl they are hammering past them and are ready almost 2 -3 weeks be4 the ones under the fluro or even cfl but like i say each to there own works for me so im not gunna stop
