Yea so I have this problem that I was thinking is caused by my hard water (0.5 without PH down.. 0.65 after I reach 5.4 PH). I just bought a RO unit and gave them some better water with some nutes (0.5 ec 5.5 ph)

growing medium: coco + perlite
time; 2-3 weeks
type: jack herer
lights: 2 x 600w

After I gave them the better mix I was hoping for some imporovement, but nothuing much happened

How much time has it been since you used the new water? Can't see dramatic results overnight....I'm thinking excessive N maybe, more so than hard water.

Looks okay really. Be gentle. Not too much water or nutes. It's really small to be adding any nutes besides a little cal-mag maybe on that coco stuff.

Too much light for that size plant. Put it under a cfl and it will come back. When you put it back under the 2 x 600w start it not directly under the light eg in the corner with the lights higher and only use one 600 at first.
