For instance NGR is blatantly selling seeds all over the US. Considering one of the major issues people had about legalizing was MJ spilling over into non-legal states I suspect it is just a matter of time and a lot of these dispensaries will be getting raided.
Hard to count arrests before 2013 since that is when legalization really took the reigns.
