The spindly-ness looks like stretching for light, and the yellowing/shriveling looks like nitrogen deficiency.

Before you do anything though, I think you should clip off the dead leaves. At a certain point, they do more harm than good.

Can we get a picture of the entire plant? Ultimately its up to you when you flower, but height is a good indicator for that.

They are shriveled and small looking. My man thinks it's time to force flower, but I'm not sure. Now this...

What kind of Organic peat? Did you add lime? Whats the PH

I didn't add lime, my water has it. Nature's Care with peat. PH between 5 and 7.
