If a seed is "feminized" does that mean it will surely be female?

With ideal growing conditions, yes! It also depends on breeder and strain. Some can turn out to be hermies.

the odds are improved, but funny creatures can still pop out
did my own feminized seeds, and very certain it was all feminized
but a male did show up eventually, less than 1 in 10 so far

exactly....I've heard 99.999% chance it's female, never had an issue

Yep it will be female. Ive never had a feminzed seed that turned out male. im sure it could happen but super rare.
