Trying to flower them ?

I given my plant only 8 hours of light since seed they are 4 week now ,so i guess there was light leak..now i have put them in an appropriate grow room and i am gving them same amout o f light and :11am to 6pm (light and and the rest darkness..when will they start to flower

Probably never. Pray tell, why are you giving only 8 hours of light? Would like to see a pic or three.

cause i need to harvest in december..this pic is one week old ..it was not a grow room ,now they are in a grow room

In that case you should have vegged first for atleast 4-6 weeks to get a good yield. I'm not sure y'all break even depending on how much you've spent for the ladies up keep. Also, if you're using CFLs all the way, your yield will be lower than using HPS.
 
Your going to make a huge profit!

But a plant won't begin to flower untill it reaches sexual maturity, somewhere around day 40 from seed.
