It's really not that hard to meet your needs. Sounds like you want economy and simplicity, so you'll be growing in soil? That's what I do, although I'm under LED/COB lights. If you grow 4 plants and get even a modest 3 oz per plant, and do two runs between October and May, that's 24oz. Around the second or third week in May, put a couple in the ground outside if you can, even a pair coming in at "only" 8oz each would cover the rest of your needs and you won't need to deal with the heat issues of a summer indoor.
If you have room and budget for two spaces and can set up a perpetual grow like ttystikk suggests, that is a great way to go. I never have, I have two small spaces but always seem to get my clones all at once and run through in waves. There are a lot of ways to go about this, and many roads will get you where you want to be.
