It was not even an official diplomatic mission.
The whole thing was a CIA front for moving arms to "moderate" rebels in Syria

Saddam kept control over the Sunni and Shiites in Iraq, yous killed him, then armed one side over the other, helped the downfall of Libya (another massive source of Islamic State's weapon cache) and now it's the same shit in Syria trying to dispose of Assad.

They're all linked and all fall directly on Washingtons doorstep.

Ghaddafi needed to die for Lockerbie and other heinous acts.
Hussein was double crossed by us when he asked for permission to invade Kuwait because Kuwait wouldn't pay him Tribute.
He asked for permission from us to invade, we said we didn't care. Then we used his invasion as an excuse to get bases in the area. Bush left him in place to keep the Shiites aligned with Iran in Check and the Kurds who want a homeland and part of Turkey in Check.
Bush the second listened to advice that the best thing was permanent bases in Iraq and for that to happen Hussein had to go.

Hussein invaded Kuwait because they were undercutting Iraqi oil thus ruining his efforts to rebuild the country's infrastructure after their war with Iran.
