A plant growing in something and it has deficiencies. But who knows what to suggest without knowing any info? Age?Strain?Medium growing in? Nutes? RO or tap water? Any idea of the pH of a feed if you are feeding?

About 3 wks old, bag seed, perilte soil mix with added nutes, tap water I leave out for 24-48hr to dechlorificate the water and haven't checked ph thus far .....low funds for first grow

She needs a feed but your soil is not a good choice. The time released nutes in it are not good for pot. Hear you loud and clear on the budget. I make my own soil. Cheap. $3 bag of organic compost and I screen it to remove big pieces of wood. Big cheap bag of peat and some perlite. 2 cups of peat to about 5 cups of the compost and a cup of perlite BUT easy on the perlite as the peat is a damned sponge itself, eh? The purpose of perlite.

Trying to grow organically, so sounds good, where do nutes come in to play if they do at all in an organic grow, or are they something u would put in compost pre-potting?

What medium are you using? Whatever it is has a nitrogen deficiency.
Nitrogen Deficiency
If your plants are suffering from a nitrogen deficiency, by using products that are created from alfalfa or cottonseed you can counteract the issue. The use of these products acts as a nitrogen fertilizer after being added nitrogen. If you decide to use either product, make sure you find pesticide free versions. Another option for treating a nitrogen deficiency is the use of fish meal or fish emulsion. Fish meal is a powdered product made up of ground up fish parts, while the fish emulsion is the liquid remnants of fish.

There are many natural medium recipes on RIU. There are also many reliable and excellent pre-bagged mediums.
My suggestion is to read, study, and learn and make your own decisions about your grow. Coming here to Newbie Central is a good practice to find great info. But, not everyone here is knowledgeable and some are downright insulting. So take others 'opinions' with a grain of salt. After all, in the end it is YOUR grow.
However, this plant is ready for transplant so...I use Fox Farm Happy Frog soil mixed with 30% perlite. But, again this is my choice not a suggestion for your grow...What someone does for their grow may or may not work for you.

What soil did you use? I would have used much more perlite.
Might be overwatered. Soil's ph rises as it dries. If you don't let it dry longer, that can hold the ph lower (limiting access to N, for example, which is available at higher ph.). The container should feel very light when it's dry enough to water. Just lift it and see. Dig your little finger into the soil about 1". If you don't feel moisture, it's time.
You can even wait until the leaves droop. They'll bounce back in 30 minutes after watering. It's not good to do that. But, it's useful to do it a couple times to remind yourself what "too light" feels like. It can help you avoid watering too frequently (which is just as bad).

Hey thanks for advice and I shall explore RIU and do my studies....and with your suggestions on happy frog ,i may try it, I've heard nothin but good things on hydrofarm products ....trying to go organic with this one, with that being said is there any thing i would

With synthetic food the plants do grow and correct problems faster and with a ppm meter you can be more precise. Its all about the ppm meter. Ppm meter, ppm meter, ppm meter, ppm meter, ppm meter.
