Does this plugin solution fo emi,RF radiation work?

The RF interference can be triangulated if someone wants to identify the source of the interference which may lead to your garden..."This is from the site I found it on.I understand it's saying it reduces interference in your house wiring from the rear plugin,but I think they're saying the front plugin will reduce RF up to the bulb? I'm upgrading to a DE soltek ballast.I know they are well built and insulated but none are 100%.Is this real science and would work effectively?Worth it?NO faraday cage and wi-fi paint?Just pugin,oh please some electricians say Yes.
