You are not allowed to distribute top secret data on a non secret server NO MATTER WHAT IT IS LABELED... Either Mrs. Clinton was too stupid or too lazy to protect national secrets. She is covering herself with a lawyerly answer that does not address the substance of the charges. You are happily going along with that seemingly unconcerned that she chose to avoid protocol. Her job was to use her bean. Content mattered, at her level she was obligated to use good judgement when viewing the material.

They were sent to her. There still is no policy against using private email at the state departmentAll the more reason it was poor judgement to have those communications over a non-secure environment.
