They can't protrude from the cup, the roots must be contained within the confines of the 16oz cup. They must be trimmed away from drainage holes at ALL times, I can ask for an inspection whenever I see fit...
Roots gotta stay in the cup, or be chopped off. Don't try to cheat the system. Many of us are SEASONED party cuppers, and will call you out if we think your sh!t violates the rules.

So I can take the plant out from the cup and chop half of the root mass off and then refill the cup with new grow medium and placing the plant in the cup again, letting it grow new roots?

Take a big toke off your blunt, a bong rip, or a big dab and pretend this pot is the bottom of a 16 oz cup. All you would have to do is remove the couple of roots that are hanging out of the bottom, not half of the root mass. This isn't a big problem if you are growing in soil since the roots will tend to "air prune" themselves. No big deal in hydro either. Pick up your container and remove any of the roots that are hanging out of the bottom.

I've had good results with removing some of the root mass. After some point the plant in the 0.5l container will get root bound and can eventually develop all sorts of problems. The water might not get distributed evenly due to thick roots. I thought this was a competition? Aren't you supposed to use techniques on your plant to make it grow better? It's not rocket science, it's simple plant growing, BASIC even.

I had root rot on my Gorilla Wreck #4 because it stayed in the same 0.5 liter container for so long.

Personal problem or not, can I or can I not chop off root mass if I want to? If not, then that's cool, I won't do it, but if everyone grows the plants exactly the same then the superior genetics will win, no doubt.I don't understand why everyone has to act so hostile if someone asks a question.

If this came to a community vote I would vote that you are fine removing roots and I can see where your going with that ;)

I believe the rule of no roots outside the cup is there to prevent people from having a 5 gallon root mass growing outside of their cup in their hydro systems essentially making the 16oz cup a net pot.

The rules say there is no transplanting but this is technically just replanting. Clarification on this would be appreciated. Who ever is running the comp could just answer this fast and simple. Why not provide easy answers to easy questions? It's kind of pissing me off.

I'd vote that if anyone wants to transplant/re-pot a small flowering plant 12/12 from seed, with circling roots in an already tight container, and take a chance of disturbing the root system in the middle of flowering, they should be allowed to do it. In fact, I'd encourage it ;)
