I can't speak for all of their products, but I personally did not like Ocean forest. Ocean forest had a big following many years ago, but if you do your research sometime around 2011 their original extraction site for the ingredients ran dry, and they had to look elsewhere. Since then they've had a lot of issues. Ph problems, bug problems, filler problems. A lot of quality control issues in general. I used ocean forest once and wasn't a big fan. Its way too strong for small plants, and it has a good amount of filler.
If you absolutely felt the need to use it, I would use it at the flowering transplant (if you transplant for switching to flower) but I would avoid it all together. If you like a charged soil go with roots organics. Personally im really enjoying a peat moss / coco mix that is more or less inert. So far my girls enjoy the inert more because you have control over the regiment.
when you use a charged soil on small plants your basically tossing them into a lot of nutrients and saying "good luck"
