My 3 week old bag seed seedling is small and it's first set of true leaves went brown and I cut them off then it grew fine then the new growth came through fine and was growing okay but the next set of leaves are going brown I moved the lights up yesterday but it looks worse today the plant has been over watered once before the first leaves even started browning the round leaves are brown too and I flicked one off I need help

Well I assume it's the fact the plant is starving to death... Seed embryos have about a 2 week food supply. Your soil looks less than nutritious... It looks like your plant spent all it had growing that stretched stem looking for light that just isn't there.
How long and how much of that have you been feeding it. Can you take a pic of the back so we can see what's in it. And Definately needs better soil, I don't know what that is but really looks like crap.
I dipped my finger into the fine powder and retired it into 600ml of water I sprayed everything with this once a week and I started using this after it was stunted a bit by over watering so I water twice a week now or if it is dry and every second water is a bit of plane tap water then a few sprays of that seaweed stuff
I put more light on her this morning 3X23watt cool daylight and a 23watt warm white hope to see some good changes tomorrow. I also put a seed into germination and it's just started to show a root so I'll start another later or in the morning
I'll put a germinated seed in tomorrow morning can anyone recommend how many 23watt cfls I should put over the new seedling when it pops up and how close should the bulb be to the plant and I have no fan but it stays between 19 degrees Celsius and 28 degrees Celsius
You really don't need much more than one CFL for a just popped seedling. As long as the temp at the plant level is reasonable it will be fine. What you do need is air circulation though. The moving air is good for the plant in many ways including helping to evaporate the medium you are using. Over saturation is the main cause of trouble for people just getting started in this business. You want to play with it and water it all the time. Just water when it's mostly dry and leave it alone otherwise. My 2 cents anyways. Cheers.
