As your conflicting numbers show, anybody can look at any single point in time and place to draw whatever conclusions they want but more often than not, they are wrong. Crime is not out of control and the Donald is just saying it to get people agitated. It's a classic Demagogue's trick. They have been using this ploy for about 3,000 years or more. It still works on the uninformed too.
