Indoor Grow Advice?

First off, I'm new to the site. Secondly, I was hoping to get some advice on my indoor grow setup.

Here is what I'm working with:

T5 fluorescent grow lamp plus a single 32w flourescent bulb

Light Specs: 214w, 64k, 20,000 lumens. Running at 24 hours.

Also, I'm using Ocean Forest soil mix. My strain is Blueberry. I have my seedling set about 2 feet from the lamp. Any kind of advice would be appreciated!

Some of the guys here prefer 18/6 light cycle for vegging babies and teens. I am not sure about seeds.

I was going to go with 18/6 but, I figured more light, faster growth.

See what others say. I would go 18/6 and would move the light within 1 foot or seedling.
