Did i get ripped off?? Ballast WTF!

I bought a 430 watt 220 volt HPS ballast with a hood reflector and a bulb for $60 buks... he threw in a bunch or nutrients and insecticides and random stuff. Now i plug in the Ballast system in my washer and dryer poweroutlet and hear a hum from the ballast (so i guess it turns on? duno) anyways i wait a few minutes for the bulb to light up.. (i have no idea how this stuff works).. it doesnt. He said it was a used bulb so im not sure if its dead or ballast is fucked or what. I can easily go to a hydro store and buy a 430 watt bulb but they like $40-$50. And if it dont work ill be pissed.. anyone have experience or what i should do?

the hydro shop may check the ballast for you. mine does.

yes they can. they may charge you 5 dollars or something.

the buzzing noise is normal when you don't have the the lite bulb plugged into the ballast, probably the bulb.

mine hums when it turns on...takes about 30 seconds for the light to turn on completely. (mines brand new, well bought it new about 3 months ago)....hate buying used electronics.....could be thown around and not work properly, never know. i opinon is to do as fdd2blk said and have it checked out at a light store or some hardware store will probably has someone to do that.

Mine hums to, as far as I know this is a normal behaviour.
