Is this minor light-burn?

Hi all,

First plant, forgive me for my ghetto cardboard setup, I'll have something half decent soon, USPS is the worst.

Last night my plant had its first solid 18/6 light cycle and this morning i noticed these "singed edges" on the leaves near the top of the plant. I've attached several photos, one of the clone when I first got it, two in it's current setup, one of the RH and Temp gauges, and two of the front and back of the soil I'm using.

I have not fertilized at all yet, and have given her about 1/2-1 cup tap water each morning. I have PH testing kits coming to test my water, and I didn't let it sit 24 hours to evaporate chlorine. I did use a zero water charcoal filter, dunno if that helps.

I'm a bit anxious :P, any insight to my situation is appreciated, thanks!

EDIT: Also my lights are 4x 13w 6500k, they WERE about 1-1/2 inch from the plant, since increased their distance to about 3-4 inches away. (I read that if I keep lights close the plant will stay shorter, good for closet type grow)

you need stronger light...see the droopy leaves...maybe a 10,000k bulb, it'll make them perky

Thanks for the help! So:

Regarding the temp: I'm battling a balance between trying to keep humidity UP and temp nominal. If I vent the enclosure, temp goes down to around 75-78 but my humidity plummets down to like 30%. How can I have the best of both attributes?

Regarding the light intensity: I have one of these LED bulbs https://www.amazon.com/gp/product/B00GNWK2XO/
I used the CFLs to start because someone told me LED bulbs would hurt it early on. Also, I was worried that the LED bulb appears to emit the whole range of light temp and I was under the impression that I need to veg with cool light, then bud with warm light temperature. Should I just switch immediately to the LED bulb?

EDIT: A cursory search for 10000k bulbs brings up a type of bulb I've never seen before:

no turn vent on....temp down! who cares about humidity in veg, you'll have to water more often...having dry wet cycles are better then just high humidity...
the light use it!...done

I know it's framed with PVC so how exactly I'll mount fixtures is an unknown right now.

I know lol it's soooo bad. You should see the outside, it's shameful. My tent was supposed to be here last night, planted her in the pot, and it never came. USPS lost it so I'm having another rushed.

Just threw this together as fast as i could to keep her happy if possible.

I'll try and raise it up, thanks.

It looks like it just got too hot on that side for a little too long, CFLs are little heat bombs. Get some more air across the top. Good Luck
