Hello i just had a question does this plant look like its ready to go into flowering?
You can go to flower anytime, it really depends on how big you want her to get. when people use the sog (sea of green) method the go 12/12 after a week some will even go 12/12 right from seed. It is strictly preference. Many people will veg for 4 weeks then flower for 8 to 10 weeks depending on the strain.

Ohhh i see but one thing i dont understand thisbwas grown outside and nowadays daytime is short here so if i put it under 12 12 light it will actually be getiing more light than it is now, so how will it know that its time to flower

Well light is food to all plants and pot ain't no different. If your satisfied with the size then it won't matter I don't think, I experiment alot but I grow strictly indoors so that's basically a guess, I would give it a try. What kinda lights do you have?

Cfls for flowering i have 4 70 wats
OK well I use two sometimes 3 1000watt hps with open hoods but I have a ridiculous ventilation set up and my room is set up for a winter since my lights create alot of heat I depend on the outside air Temps to maintain my indoor grow. I haven't used cfls but from what I understand the sun provides considerably more light as compared to indoor grows. so to me it would make sense to provide her with as much light as possible cause she is used to that amount of light for food. So I would make sure that you arrange your lights in a way that they can get all you can out of them. and see what happens. they will need to be close 4-6 inches from her. They may be cfls ment to flower but she is been growing under much more light than cfls can provide. Give it a try and see is really all you can do. good luck.
