"the stretch" is a response nearly all strains of cannabis show to one degree or another. when you put them into a 12/12 light environment, they think fall is coming on and they put on a growth spurt to reach what light is available. some plants will stretch more than others, traditionally sativas will stretch more than indicas, but there are some strains of each that go against tradition. there are things you can use to stop stretching, if your plant is getting out of hand. theres a class of plant growth regulators called auxins, and one in particular called cytokinin thats derived from kelp. it pretty much stops vertical growth and promotes short internodal length and bushiness. theres a lot of products out there that have it if you do a search for it. don't use it till your plant is the height you want it to be or you'll get a stubby shrub.
theres another one called 6-benzylaminopurine that does the same thing, but its a lot stronger, and promotes a lot more branching. not sure what if any products have it, i buy it pure and make my own solution when i want it.
to reveg, your cfls are fine, put them on a 16 hour timer and leave them there till you see a response.water once then not again till the pot feels very light. may take 2 weeks or more to feel good and dry, the plant won't be drinking a lot till it decides to stop making flowering hormones and start making growth hormones again. give it 1/4 strength grow nutes every other time you water it till it wakes back up. its not growing much right now, its altering internal systems, doesn't take a huge amount of energy but it does take time.
