When there has been a crime, the victim usually benefits from police involvement.The op has a right to live in peace and comfort in his home. It’s easy to tell him he’s being a jerk but then you’re not the one whom has to live with it day in and day out. It can become damn near annoying as fuck. But really there's really not a whole lot he can do about it. When the police becomes involved no one wins.
Block heater?I have a 1 ton diesel p/u myself and even @ 50 deg F or so you still cannot just jump in & drive away when she's cold - it simply will not throttle up because of the FICM/computer. I am forced to allow it to warm up for a minimum of 5 minutes & the colder it is the longer the warm up takes & that's with the majority of the radiator air flow blocked.
Yes, that is a partial solution, my closest neighbor has a diesel truck and does the same as I, not to mention most of the houses in this neighborhood are super insulated & sealed. I can't even hear my truck running in my own driveway for that 10 minutes or so.Block heater?
When we lived in the interior of AK I had a freeze-plug heater, a percolating style heater, glue on transmission (& another for the transfer case) heater & an electric battery blanket.Block heaters are good for the engine but do nothing for the transmission. I lived in Minnesota for about 4 yrs, had a block heater so starting was easy, but if I didn't let it idle for 5-10 min the manual transmission sounded/felt like it was packed with pea gravel

I wouldn't even consider a diesel there - it just gets too darn cold for them to run properly when the deep freezes hit
