In general, for laws / regulations to be constitutionally compliant, they must be proportionate, or in other words a reasonable measure considering what they are meant to promote or prevent. I have not seen one bit of evidence as to actual harm caused by any product sold out of Canadian dispensaries. Food regulations around Listeria (for example, given unfortunate somewhat recent events around Listeria contamination) are there because there are real and sometimes deadly consequences to improper handling of food products susceptible to Listeria contamination. No such proven link exists for non-state approved cannabis.
There is at least some weight to immunocompromised people being susceptible to contaminants that may or may not exist in dispensary product, but in this way it's not all that different from cat litter and pregnant or immunocompromised people. Toxoplamosis (although as an aside there's a little hysteria around this too given it's far less of a concern in indoor-only cats) is a possible contaminant present in cat littler that can have serious effects on the aforementioned categories of people, so we do our best to educate them but don't require intensive licensing (beyond paying x amount per year to the city) to own a cat or a mandatory training program around who should not handle cat litter. And this is with something that we have a proven casual link for.
Dispensaries on the whole could probably do a far better job of helping patients to practice informed consent in terms of either saying 'no, we do not test our product' or 'yes, we test all of our product', but that doesn't change the fact that no science exists to justify the hysteria. It's actually almost identical to the company that used to (still does?) sell little stickers you put on your phone to supposedly 'protect' against radiation.
The company says 'well we don't have any proof that you can get radiation poisioning from your phone or that our product works, but you never know!! you don't want to take a chance with your health do you?' Until any sort of conclusive science exists proving negative health effects from untested product, the regulation halo is just another marketing tactic.
Hopefully they didn't scam as you could probably up the %.....not that would happen.... but just like if LPs tested it themselves. .... that would also be very dodgy ehthe Green Cross had the machine on site
