An attempt to cease hostilities. An attempt to appease the UN just like allowing the withdrawal of rebels.
Russia and Syria are likely trying to avoid pissing off the UN and giving peace a chance. Unfortunately that will not lead to peace. The rebels are determined, the US, UK, and saudi are determined to continue the push to remove the current government. Removing assad will lead to the complete takeover of sharia. Whether through steps with a new leader or take over instantly from one of the militant factions assuming power. Similar to what was seen in mosul.

Russia IS smart to not react to Obama's threats, insults, and forced removal of diplomats.
Trump will be president on the 20th and can undue much of the damage. We don't need to be picking fights with Russia. The whole world hacks eachother.
Assange has said no to it being russia, the document from Homeland Security has a disclaimer that they dont guarantee the authenticity of the claims of russia being involved, and no voting machines were hacked.

Russia did not steal the election for trump. They MAY have stolen emails but i highly doubt it. DNC employee is most likely culprit.
