No, government records and communication are not supposed to all be "wiped" as standard practice (most transparent administration ever?) They are supposed to be properly secured, and available for FOIA requests and stored safely. Hillary illegally wiped her emails to avoid corruption charges and cover her own ass by deleting evidence that the FBI and congress would see, which was probably successful since she isn't behind bars now and Comey just verbally chastised her/didn't have enough evidence to seriously recommend charges.
