Explain that. Why are Republicans seemingly so much more effective at passing their agenda with less support in the Senate than Obama had in 2009?

Don't believe it really makes a difference, as ultimately they are both beholden to the same masters. Both just employ different rationales, and nuance of speech to pay back their benefactors with personal favors, as well as our tax dollars.
