yes, electrically they are identical

I thought so but just had to be sure. I didn't know if perhaps one had a slightly higher draw than the other so they wouldn't play nice on the same driver.

What is the best way to clean off Arctic MX-4 off of a chip? I'm going to have 16 of them to move from the center to the side of the 120mm heatsinks. I plan on just putting the two spectrums next to each other on the same heatsink.

you can use 3 x 1818 with that driver or if you use 1212 you can run 5 of them and max out the driver better for around 190w
 
it depends what your definition of "best" is

most efficient per watt at any cost?
most cost effective per watt at a given efficiency?
 
best at any wattage is probably citizen 3618 gen6 (~$50) and luminus cxm32 gen3 (~$47)

most cost effective at a given efficiency:
citizen 1212 gen 6 ~$13
luminus cxm22 gen 3 - $17
vero29 gen 7 and vero 22 gen7 are also right up there (i dont stock those tho)

any of the chips in the second list are 80-90% as efficient as the top chips at a fraction of the price

What is coverage of 1212 driven at 1.05A? 30x30cm? 20x20cm? How much PPF at 30cm from canopy?
It's pretty perfect for 30x30

PPF values really depend on a lot of factors, if it's inside a box with reflective walls PPF is going to be pretty similar to PPF values closer than 30cm.
