The "black market" is simply people selling to friends mostly. Can't really see how it's a threat to a peaceful society. Besides, there's no black market if there's no white market. Right now there is no black market in rec weed. There's just a "market" in rec weed, unless people think that every time we sell a friend a cake we baked they should pay taxes on it and the person who baked it should have to get a license to do it. If I grow some turnips and sell a few to a friend should the Govt get a cut? There isn't even sales tax on produce, is there? If there's no tax on dried herbs then why would there be on weed? You might say there's tax on tobacco. Yes, but it can't be eaten, because it's toxic. It needs to be regulated as a poison, not an herb.
