I would call it justifiable if it is proportionate. Many people make poor distinctions between offensive and defensive force, which leads to irrational systems being normalized. In other words it's why people fuck things up on a large scale.

A clearer and more universal understanding between what offensive force and defensive force is will be needed before humankind's level of civility catches up with the level of technology.

Sounds like politics are needed for educating "Many People" if you want a defensive force in place.
Anything less is just benefiting the 1%

Except using politics which gains its power via offensive force can't ever be the antidote for offensive force.

Education is good, but when it is administered via a political process, it should really be called indoctrination.
