Plant different sizes...help plz

So I have 16 plants total...3-4 are 6" or taller, maybe 4 are about 4", and the 8 others much smaller. These have been growing for the same period of time (3 weeks), however were cared for by someone else that clearly made a mistake somewhere. My question is this-

Is there a way to keep the taller plants short while the shorter ones keep up, OR vice versa: a way to get the smaller plants to grow faster??

Secondary question-
How long in your opinion do these need to Veg for (from now)? Or how soon would you just say "fuck it, I'm gonna put into flowering now"?

ALL help appreciated on both questions. If more info needed, please don't hesitate. Pics of different sized plants (examples) attached so you can see. Thank you!

As they veg out they may catch up any I have like that usually do

for your other question I veg for about two months but I grow in seven gallon pots

You can always top the taller ones to match the smaller ones

As mentioned by GrowGorilla, you must top to keep your plants even. Wait until you you get 5 or 6 solid branches (I wait for 7) and then top. That will slow down the plant, and allow for the others to catch up. I wait for 6 weeks until I flip, but if you're in a hurry, 4 weeks is standard
Oh, one more point. 16 plants is a LOT of marijuana. I hope you have the room for them and if you don't, some judicial culling of the crop might be in order.

I don't bother with topping any more to maintain a somewhat even height. If I have some coming up taller I super crop the main to match whatever else I have coming up. Takes care of the even canopy issue and trains/generates more branches/bud sites at the same time.
